Latvia’s Peat Industry Moves Towards Sustainability and International Cooperation

On 26 November, the Cabinet of Ministers approved new regulations for the establishment of a scientific research platform and a center of excellence focusing on innovative solutions in peat extraction and processing. The project, with a total funding of 5.98 million euros, will provide significant support for transforming the peat sector by involving scientific institutions, businesses, and international partners.

Initiated by the Ministry of Education and Science, the project aims to promote the sustainable use of natural resources while enhancing the climate neutrality of Latvia’s peat industry and strengthening its international competitiveness. This initiative will reduce climate change risks and mitigate the socioeconomic impacts in Latvia's Just Transition regions (Latgale, Kurzeme, Vidzeme, and Zemgale), considering the planned transformation processes in Latvia’s peat industry by 2030.

The project includes plans to improve methodologies for calculating greenhouse gas (GHG) emissions and CO2 sequestration in the peat sector, develop new technologies for rehabilitating former peat extraction sites, and promote biodiversity preservation in historical extraction areas. The goal is to produce at least 50 scientific articles in internationally recognized journals and involve young researchers, including doctoral students, in various projects by the end of 2029.

The initiative foresees active participation in international research and development projects, such as the EU programs Horizon Europe and LIFE. At least three relevant project proposals will be submitted, and close cooperation with European Research Infrastructure Consortia (ESFRI) will be established. Additionally, data platforms will be developed for sharing research results in the peat sector and integrating them into Latvia’s Open Science platform, thereby facilitating data accessibility and international knowledge exchange.

By implementing this project, significant contributions will be made to regional development and climate neutrality. The peat industry is a cornerstone of Latvia’s regional economy, providing jobs for over 2,500 people during the peat extraction season. At the same time, the sector generates significant GHG emissions. Latvia is committed to phasing out peat use for energy by 2030 and promoting its sustainable transformation. The new research projects will provide the scientific basis for developing greener and higher value-added products, thus reducing the industry's negative environmental impact and achieving climate neutrality goals.

This project has been coordinated with several Latvia's ministries, industry associations, and scientific institutions, ensuring a comprehensive and balanced approach to the development and sustainability of the peat sector.
